The belt and the rotation shaft have been changed, but the drum of the washing machine does not rotate when you start a washing program. During washing, only the agitator should move. If the drum does not turn during spinning, remove the belt and check if the motor is running. To determine if the problem is mechanical or electrical, remove the back cover and belt. Then turn it on and check if the motor is running on both sides. If the motor turns on both sides, the problem is mechanical. It may be due to the condition of the shaft, pulley, belt, coupling, etc. However, if the motor does not turn in both directions, the motor should be checked outside the washing machine. Turn the washing machine on its side and with the belt removed, try to turn the pulley on both sides. If you can't do this, you will need to do the transmission assembly. If the motor turns on both sides as well as the box pulley, do another test to see if the motor is powered or not. Start the washing machine and when it begins to run, check by pressing a piece of wood on the motor pulley, without exerting much force, whether it has force on both sides or not.
