You haven't checked the electric motor yet. Have you checked the drum, that is, the groove? If it's not swept, it won't spin with force. Another possibility is that someone is turning the transmission pulley. Hold the drum and see if it sweeps. If so, it would be the internal gears of the gearbox. Another possibility is that water is leaking and wetting the belt, causing it to slip. Please check this before removing the casing.
