You should check them and see if they releas ethe mechanism. Make sure the pump empties properly before starting to turn. Then, disassemble the pulley as Robere indicated and check if there is a lot of rust on it. Also, remove the belt and disengage the clutch lever. Rotate the pulley by hand in the direction of rotation and observe if it engages when touched or if it only turns the central shaft. If necessary, you will need to change the gearbox as Robere suggested.
