This will allow the steel drum to move inward, allowing you to remove the drum cover and then the drum itself. Some mechanical work should be enough. Then, on the outside, separate the drum from the hub cover. On the hub cover, you will find the two bearings, one side pulley and the other side drum, as well as the rubber retaining device. When replacing them, assemble them in the reverse order of disassembly.
