Before testing the motor, you try to tighten the belt and when you turn it by hand, it immediately comes off. Without the belt in place, you grab the washing drum and try to move it up and down. If there is play, it means that the bearings are damaged. If there is no play, you check if the drum pulley is not loose. If it is loose, you tighten it. Otherwise, you check if the belt does not come off when you turn it by hand. Now, try a wash and observe what happens. If it works properly, it means that you have solved the problem. If not, you need to check if the capacitor is damaged or out of capacity. You can find it on the back face, it looks like the one in the picture.
